Delete File

Delete a file from a project.

index.html is the project's entry point and is the one file that cannot be removed — attempts get 400 INVALID_INPUT. All other files are deletable by creator or collaborator.

Hard delete (no soft-delete tombstone). Rate-limited 30/hr per user (shared project_file bucket).
