Preview Comment Endpoint

Dry-run a comment: run the same content validation the create endpoint runs, but create nothing. Returns whether it would be accepted (and if not, the exact structured blocker the real endpoint would return), the sanitized rendered HTML, resolved @mentions, and any non-blocking warnings. Rate limits / storage quota are NOT re-checked — see GET /limits.
