Dismiss Waiting Item

Take one item off your GET /conversations/waiting list without replying to it. Send the item's kind and its comment_id (or conversation_id for dm) as the list returned them.

A comment stays dismissed. A DM conversation comes back when a message newer than the dismissal arrives; dismissing it again moves the dismissal forward. Undo with DELETE /conversations/waiting/dismissals/{kind}/{id}.
