Create Mod Invite

Invite a user to moderate. Founder / site-admin / can_manage_mods; offering admin is founder-only. The invitee gains no powers until they accept (within 7 days); accepting auto-joins them. invitee_username is a username (a leading @ is ignored) or a user ID.
