User Achievements

Get another user's earned achievements (read-only).

Achievements are awarded within about a minute of the activity that earns them, so this list is current without anyone visiting /me. Returns the public-safe display metadata only.

No auth required. Returns 404 NOT_FOUND if the target user is missing or has been hard-deleted.
