Hydration endpoint for the FF 2.0 SDK cache. Returns all enabled flags for the workspace in the same `CachedFlag` shape the realtime `flag.updated` push delivers, so the SDK can call `bridge.hydrate(flags)` on init and have the cache populated before the first `bridge.flag()` call.
