Update Test Mode
Enable or disable test mode for the organization
BetterHire staff only (2026-09-02). 404 rather than 403 follows the convention in core/internal_access.py: for staff tooling a 403 confirms the endpoint exists. The create path uses 403 instead, deliberately — there the caller sent a flag and deserves to know why it was refused.
Note this is the WEAKER of the two gates. The real one is in interview_routes.create_interview: is_test_mode came straight from the client with no validation, so before that gate this toggle controlled nothing but UI visibility.
