Get stored candidate feedback

The feedback stored by the POST, unchanged. 404 FEEDBACK_NOT_GENERATED when the POST was never made, or when the interview has been re-analysed since (the stored pointers would no longer index the current scorecard). 409 FEEDBACK_IN_PROGRESS with Retry-After while a generation is running, including a regenerate with an older result stored: wait and GET again, don't POST again.
