Purchase Overage Pack

DISABLED. This used to grant credits directly with no payment — a faucet that, with free accounts now active, would let anyone self-grant unlimited credits. Credit packs are now retired entirely (POST /v1/billing/credit-pack 410s too). Kept as a 410 so any stale client gets a clear message.
