Toggle auto-shutdown opt-in for a container data app

SW-1282: opt a container data app in or out of automatic shutdown after a period of inactivity. Persists the opt-in flag only; a daily background sweep disables opted-in apps that have had no traffic for the configured inactivity window. Opting out also clears any pending shutdown grace period. Not supported for serverless data apps.
