Delete a project

Soft-deletes a project: removes it from normal reads and frees its name and source binding for reuse, but preserves eval-run and scenario-generation history. Its Loops are retired in the background, so they may still run briefly after the response: their Temporal Schedules are deleted, then they are archived with their history kept. Who deleted it is recorded in the audit log.
