Create-or-get a task by idempotencyKey. Emits task.created; when startImmediately (default true) and inputs are supplied, kicks off the first run. A repeat call returns the existing task unchanged, without emitting further events or altering its links.

Id of the project the task's runs are for, a live project in the task workspace. An org environment named by the definition must be bound to it. When absent, an org environment resolves against the workspace's only live project; the request is refused with a 400 when the workspace has none or several.
