File a factory ticket for a finding

Files a ticket the project's active Implement Loop picks up, instead of starting a Fix run, and links it to the finding. On Linear it is a Todo issue in the first team routed to the project, with the factory label, delegated to Tessl. On GitHub it is an issue in the project repository with the label Implement starts on. Returns 409 when Implement is not active, the finding is not open, or it already has a ticket.
