Get Executed Actions

Return actions executed by the midnight engine.

Shows only decisions that were actually pushed to Facebook — i.e. decision_lineage rows where executed_at IS NOT NULL. Grouped by decision_window (each midnight batch).

This replaces the old 'Tomorrow's Budget Plan' — showing what Opus ACTUALLY did, not what it planned to do.
