List Disputes Endpoint

List registered disputes.

PII FIX (R3, issue 2): each dispute record carries reporter_email/producer_email — this was reachable by ANY unauthenticated caller. Gated behind the same internal-ops shared secret (_require_internal_ops) the other policing admin routes already use; dispute filing (POST /disputes) stays open on purpose (see module docstring), only the READ side was the leak.
