Control plane

Explicit consent by the current human owner to trust this agent to relay that owner's messages. Requires If-Match from the grant the owner reviewed. Enabling requires the tenant rollout and schema; disabling remains available after rollout is turned off. This does not prove human keystrokes or trust agent assertions. Revocation stops pending learning; it does not delete previously learned information. Replay returns current consent.
