Read F24

The year's F24 payments — sezione, codice tributo, anno, importo (AP-061b).

A read that writes, on purpose. The calendar is recomputed from the ledger on every call and handed to f24_store.regenerate, which upserts on (user, tax_year, kind) — so opening the page twice does not stack a second saldo, and a payment recorded this morning moves the amount instead of leaving a stale one on screen. A confirmed_paid row is skipped by that upsert and survives untouched; a proposed one the calendar no longer implies is swept.

Same gates and the same 422 details as /deadlines (:func:_calendar_or_422): an F24 is the calendar made payable, so it may not exist where the calendar refuses to. year is the tax year; the instalments themselves fall in the year after, which each record states in its own due_* fields.
