Resolve a held field-review item

App keys. Admitted by a spec grant at act covering the Spec the item's run structures — a read grant that lists the item does not reach it. The decision is logged as the api actor. API keys (agents, apps) may resolve complex-tagged fields: that gate binds human reviewers by company-internal role only. A key never overrides another reviewer's fresh claim.
