List snapshot sources

Every snapshot-capable connection of the tenant with its current capture state.

Read latest_delta.status before reading its counts: partial means the capture writing that delta has not finished, so the counts are a floor and a routine added: 0 does NOT mean nothing changed. Use last_complete_delta_id when the number has to be trustworthy.
