Accept a task in review

Requires tasks capability. Records the accept verdict on a review card without closing it — the card stays in review until placed (Done to close, To do to continue; the holder may place it, verdict stays). Review-only; blocked cards 422, decided cards 409. Perms mirror review→done: orchestrators and the account owner only, no self-accept for plain workers. Audits task.accepted (ids only); no webhook — the card did not move.
