Sync Env Secret Refs To Vm

Write KEY=opaque-ref pairs into the env VM's runtime environment.

The VM never receives secret values: refs are resolved in-flight by the Central Yamato proxy. Restarting the runtime service lets new keys become visible to workloads; rotations need no sync because refs are stable.
