Compiles the supplied objective, claims, declared materials, and budget into a deterministic five-stage Proofweave plan. This operation is compile-only: it does not execute the plan, call a model or provider, fetch source material, invoke provider-native subagents, write externally, or durably store the returned plan.

A successful response is SIMULATED, DEMO, COMPILED_NOT_EXECUTED, and IN_PROCESS_NOT_STORED. The authenticated API-key caller supplies X-Tenant-Id; tenant attribution is therefore DECLARED, not proof of human identity. The service requires an in-process EvidenceLedger append before returning success, while durable ledger persistence remains UNKNOWN and configuration-dependent.
