Derived balance on a date

The balance Synci derives for a manual account at the end of a day: the last verified balance (the anchor) plus the booked rows since, or minus the rows after the date for a day before the anchor. Signed like the account balance. Null for a manual bank account whose balance is not known yet. Lets a client preview what a checkpoint on that date would adjust by. Serves manual loans too.
