Dispatch Wait Jobs Endpoint

Ack external cron quickly and run the dispatcher off the request path.

The in-process wait dispatcher loop still calls dispatch_wait_jobs() directly. This HTTP endpoint exists for external cron/manual pokes, and it should not contribute 20-30s Railway p99 spikes when Supabase is slow.
