Delete a registration

Deletes the registration and publishes an EAppMailRegistrationDeletedEvent. Primary registrations (the one tied to the user's own registered email) cannot be deleted. Returns 200 with an empty body; 400 if the registration is not found in the caller's tenant or is not deletable.
