Export a brief as a Word document

Requires the read scope. The finished brief as an editable .docx, built by the same serializer as the app's "Download as Word": the four sections and, where the brief carries one, the ruling prediction, the references under each, and the statement of what was checked and what was not. A test key exports the labelled sample brief. A brief that has not succeeded is a 409.
