Get Queue Status

Global view of all in-flight jobs (pending + running) across users, in worker-processing order, each annotated with its queue position, video size (transcript length + duration), and an estimated time to completion.

Admin-only: it exposes every user's submissions (URLs, ids), so it's gated behind the ADMIN_USER_IDS allowlist.
