Admin User Jobs

Which videos a user requested, newest first. No summary text -- the frontend links to the public /v/<youtube_video_id> page for completed jobs. An unknown user_id is a 200 with an empty page, not a 404: the caller owns the user list, so a 404 would read as a routing bug.
