x402 discovery manifest. Advertises the pay-per-call /v1 endpoints (price, network, USDC asset, receiving address), each marked discoverable, so agents browsing an x402 directory / the Bazaar can find and pay for them automatically — no human onboarding. Generated from the live payment config, so it can't drift from the actual 402 responses. Returns 503 when payments are disabled (X402_PAY_TO unset), matching the /v1 routes.
