Get recent applicant traffic for a workflow revision

Returns an approximate count of applicants recently seen on this revision's levels, to indicate whether the workflow is handling real traffic. An applicantCount of 0 means no recent traffic. The count is derived from level usage, so it reflects traffic on the levels this revision contains rather than executions routed specifically through this workflow.
