Delete a rule from the draft

Removes a single rule from the draft by id. Idempotent: deleting a rule that is not in the draft leaves it unchanged and still succeeds. Responds with 404 when no draft exists. The response is the full draft with freshly recomputed notices. Rules are deleted one at a time; there is no bulk delete.
