RIPE Atlas anchor mesh measurements

List anchor mesh measurements with uniform limit/offset pagination. The RIPE Atlas anchor-measurements API has no server-side field filtering, so each row carries parsed target_anchor_id / measurement_id for client-side narrowing; complete server-side anchor/type filtering is a planned follow-up (pre-warmed catalog).
