Resubmit Portal Rejection

Resubmit this rejected invoice: live when the buyer allows live submission, otherwise through a dry run that moves this rejection into a pre-submission review.

Refused when the buyer said not to resend. When the buyer said to wait for something on their side, resubmitting confirms it has happened. field_values fill form fields in place of Stuut's, such as the corrected date a date rejection asks for.
