Bulk Mark Transactions as Handled Outside

Mark multiple bank transactions as handled outside of Stuut. Deletes SUGGESTED unapproved payments, then sets amount_handled_outside to the unallocated remainder (txn amount minus approved payments).

Each transaction is processed independently - failures for one transaction do not affect other transactions.
