Create registry

Adds a new private container registry. The secret is encrypted at rest using AES-256-GCM. Admin role required. Docker Hub, GHCR, and custom registries are available on every tier. Creating an AWS ECR registry requires an Admiral license. API tokens receive SCOPE_DENIED.
