Set the URL we post events to (https, public).
A new endpoint, or "rotateSecret": true, returns the signing secret once. Each event carries Stratum-Signature: t=<unix>,v1=<HMAC-SHA256 of "t.body">; answer 2xx within 10 seconds, or we retry after 1, 5 and 30 minutes, 2 and 12 hours. The same event can arrive twice: skip repeats by id.
