Upload a document and ingest its content as a Catalyst task

Accepts a document file (PDF, DOCX, CSV, TXT) and extracts its content as a normalised Catalyst task proposal.

The file is processed via the compliance document bridge and the extracted text is also stored in the tenant compliance context for future scanning.

Returns the same shape as POST /tasks/ingest.
