Export tenant ledger

Exports the tenant's append-only change ledger (audit trail).

Queries Postgres as the primary durable store, falling back to the Redis working set if Postgres is unavailable.

  • format=json (default)
  • format=csv (file download)
  • since=<ISO timestamp> (optional filter)

Read-only. Intended for audit, governance reporting, and operational debugging.
