Delete tenant execution state (GDPR right to erasure)

Deletes (resets) the stored tenant execution state: flow_cycle, proposals, and ledger.

Destructive and irreversible. Requires the header:

X-Confirm-Delete: DELETE-ALL-DATA

A pre-delete snapshot is automatically taken before erasure so operators can recover data within the retention window if the deletion was accidental.

Intended for GDPR right-to-erasure requests.
