Set compliance enforcement mode

Sets the organisation-level compliance mode.

Supported modes:

  • advisory: findings are reported but not enforced
  • enforce: compliance rules are actively enforced (plan-gated)
  • off: compliance checks are disabled

Enforcement mode may require a higher plan tier or active override.
