Build tenant jargon proposals

Builds TENANT_JARGON proposal items from recent learning ledger entries.

Typical usage:

  • Run periodically (daily cron, Zapier schedule, or admin click)
  • Review proposals via /proposals
  • Accept/decline to curate tenant-specific language normalisation

This endpoint is deterministic and limited per run to avoid proposal flooding.
