Restore tenant snapshot (admin, sensitive)

Restores a tenant to a previous snapshot.

A safety snapshot of the current state is created automatically before restore, so rollback-of-rollback is possible.

This operation is locked for the full restore sequence to prevent concurrent writes.

Admin-only endpoint.
