Get transaction detail

Returns transaction detail. Authenticated callers receive the full body (output, provenance, audit trail). Unauthenticated callers looking up a free-tier transaction by UUID receive a redacted envelope with body_redacted: true and the body fields (input/output/error/provenance/audit_trail) absent. See F-A-005.
