Starter Credits

Every business the $50 starter credit touches: free, used up, on a card, or exempt.

One row per team with model spend since the credit epoch, a subscription, or a creation date past the epoch. The numbers are the spend guard's own (starter_credit.CreditBook), so this board and the wall cannot disagree.
