If the facility has tiering enabled, then the "price" and "channel_rate" fields will be null in the response.
Response field notes
Allowed values for fully_enclosed
- false - not fully enclosed
- null - default value; cannot be set to null via api — indicates the value has never been explicitly set
- true - fully enclosed
