Initialize encrypted authenticated user-wallet key import

Requires a personal authenticated user session with recent MFA plus audited user-wallet import feature flags. Returns a short-lived X25519 public key and tenant/app/user/wallet AAD for a one-time encrypted private-key import session. Responses are no-store and do not contain private-key material.
