List tenant transaction and proxy audit log entries

Requires an owner/admin browser session with recent MFA. Returns tenant-scoped, no-store audit data; agent tokens and tenant API keys are not sufficient. Supports agent, action, status, date range, and page/limit filters across transaction approvals/signatures plus proxy audit rows.
