Tender Awards Summary

One filtered set, grouped one way, with its own real total -- the JSON-API twin of the aggregate tables /ireland/tender-awards/overview and its per- authority/per-category pages already render as HTML. Reuses the identical _build_tender_awards_where()/aggregate-function pair every one of those pages calls, so this can never disagree with what a reader sees on the site itself.

Same rate limit as GET /api/v1/tender_awards (TENDER_SEARCH_RATE_LIMIT) -- the same table, the same abuse surface, no reason for a separate, looser budget.
