Can these two statistics fairly be compared? One of four verdicts (SUPPORT, QUALIFY, REJECT, INSUFFICIENT) with the reasons that decided it; a verdict never says one thing causes another. SUPPORT is not yet reachable for a comparison that rests on a modelled estimate (disposable income per person, a council's income share, purchaser age): no sample count is published with those figures, so the small-base check cannot run and the pair is held at QUALIFY.
