createProject

Create a new project inside a workspace. Mirrors the UI Create Project dialog. Auth: write on workspace + credential's can_lifecycle capability. Validates name (1..200) and description (0..2000); icon defaults to a folder emoji if omitted. The plan's project limit is checked on the server. Rate limit 30/min.
